By all means let us try to discover the result of the Posnett/0AGS exercise.

Mr Russell's change of mind is not a bar to accepting his suggestion. That was made under different circumstances from those of today and was an attempt to do something to end the impossible position in which OAGS found themselves under the former Administration.

A small point: in those dependencies whose constitution is based on an Order in Council, no Act of Parliament would be

necessary.

The choice for Ministers seems to be between abolition and a reversion to the Creech-Jones doctrine procedure.
