A number of other possibilities have been considered in the past, for example removing the Prerogative of Mercy from Governors, thus leaving the Secretary of State responsible for advising The Queen in each case. But all such possibilities have their own draw-backs (it would, for example, place a con- siderable burden on the Secretary of State if he had to go into each individual case in detail, and it is doubtful whether at the end of the day he could do other than accept the advice of the Governor anyway), and no obvious advantages over either maintaining the present policy or outright abolition.
