1. The PUS is holding an office meeting at 5 pm on Thursday, 8 November, to discuss your recent submission and my note on Governors' attitudes.

2. Miss Waghorn told me today that apart from the PUS, Mr Cortazzi, Mr Stratton and Mr Rushford are being invited to attend. As I shall by then have left the department, she asked if you would represent HKGD.

Miss Waghorn also asked for a copy of the Creech-Jones doctrine. This has been arranged.

Herewith the general file on Capital Funishment. There are two cases at present:

BELIZE JORGE GOMEZ whose appeal to "COURT OF APPEAL"

has just been dismissed.

ABSOLOM NE AL COWO was convicted of murder on 17 October No.16 on the Belize file.

I have checked through the files to make sure there are no other cases. There is one unfinished story: the case of Emmanual Penn in Turks and Caicos - No. 3 on the T&C file. I have checked with WIAD and they have no later information; it is presumed Penn pleaded guilty to manslaughter.
