CAPITAL PUNISHMENT IN DEPENDENT TERRITORIES

The PUS has seen the attached papers and is not unsympathetic to the views of Mr Cortazzi. But he would be glad to know first the reactions of the Governors. He recollects writing to them about this subject some time ago, but in any case feels that in forming a view Ministers will wish to have an indication of how the Governors themselves view the problem.
