The Governor has had a discreet word with the Premier who raised no objections to any of the matters referred to in the telegrams, but made two points

In the unlikely event that a National Seismic Station (NSS) was established in Bermuda, the site would have to be selected very carefully in view of the sensitivity in Bermuda in regard to the "alienation" of any land, however small.

We should have regard to the American military interest in Bermuda in the selection of a site and, indeed, in respect to any inspection procedures and commitments.

As to legislation in respect of an on-site inspection (OSI), we consider that it would be preferable for UK legislation to be extended to Bermuda rather than enacting local legislation which carries the risk that it might breach the Bermuda Constitution,
