NATIONAL SEISMIC

COMPREHENSIVE TEST BAN NEGOTIATIONS: STATIONS (NSS) IN UK DEPENDENT TERRITORIES

1.

In December we exchanged minutes about the Soviet propsals to establish NSS on certain UK dependent territories. Ministers have now decided that we should accept 2 NSS on dependent territories; we may later accept more if it proves essential. We need, therefore, to have up our sleeves a fully prepared position on which dependent territories could be offered as sites for NSS. We have identified certain territories which seem politically acceptable and now wish to obtain comments from the Governors.

I attach 2 draft telegrams. I should be grateful for clearance by close of play on Wednesday 31 January. should also be grateful for confirmation that the telegrams are correctly addressed and that we are offering each Governor a reasonable time in which to respond.
