As well as there being National Seismic Stations on British, Soviet and US territory (my separate minute of today, not to all) the CTB treaty will provide for any treaty party to request on-site inspection (OSI) on the territory of another party, if it can show good reason to believe that a nuclear explosion may have taken place in violation of the treaty. Separate Verification Agreement (SVA) between the UK, US and USSR will set out in advance the precise arrangements for OSI between those 3 states. The provisions of both the CTB treaty and the SVA will extend to dependent territories.

I attach a draft telegram seeking the views of Governors, Commissioners on the legislative implications for UK dependent territories. I should be grateful for clearance by the end of this week, and for confirmation that the telegram is correctly addressed. It may be, in some cases, that all the necessary information is available in London, so that some Governors may not need to be consulted.

We have omitted from the addressees those territories which will become independent either before the CTB treaty comes into force or very shortly afterwards (Antigua, St Lucia, St Vincent, New Hebrides, St Kitts/St Nevis) as well as Brunei. Should they be added to the list ? If some of them are still dependent territories when the treaty comes into force, should it be extended to them, even though they are soon to become independent ?
