The Secretary of State has seen UKMis Genevi Saving telegram no 53. He has queried the reference in the second sentence of para- graph 4 to the need to get any national seismic stations in UK territory "as far as possible where we want them - not in such places as Belize, Falkland Islands and Hong Kong as proposed by the USSR". Dr Owen knows of the sensitivity of Hong Kong but he wonders what: is so sensitive about the other Dependent Territories which the Russians have suggested
