5. On the third point, we, the FCO participants, did our best to impress on the others that we had maintained a flexible approach to the problems of small territories. It was perhaps partly our fault that doubts about this arose, since we tried to present the question of the future of the re- maining Dependent Territories as a continuation of the decolonis- ation process that started with India in 1947. But it does not of course follow from this that we automatically adopt the same course in every case, and we were able to quote examples to demonstrate that we did not do so.
