With apologies for the delay, I now enclose a copy of the summary of discussions of the Seminar held at the Institute of Development Studies in September.
We hope that all participants will have found the discussions as interesting and enlightening as we on the official side did. The ideas that emerged provided a valuable contribution to our current reconsideration of what official policy should be towards the remaining dependencies.
Dick Stratton has also asked me to thank you for your letter of 8 October, which we found a helpful, additional contribution to the debate: your ideas certainly confirm our general con- clusion that there can be no single solution, and that the problems of each territory must be considered individually.
