1. Thank you for your letter of 3 December about the record of the seminar held at Sussex University in September. You are correct in your assumption that the seminar did, by definition, exclude Hong Kong from the scope of its discussions (and indeed the Falkland Islands, Gibraltar and Belize as well - see Section 2 of the background paper distributed under cover of Tony Clarke's letter of 7 September to all Governors).

2. We shall certainly ensure that Hong Kong's status is taken into account in the memorandum of dependent territories policy, the draft of which is with Ministers at the moment
