...but the reasonable needs of the dependencies should continue to have first call on the aid

Session 2, para 2 on page 3, add at end "Aid should also provide the support infrastructure for investment.";

Session 3, para 3 on page 3, amend as suggested;

Session 5, para 4, delete first two sentences and substitute "On aid, it was pointed out that in most Caribbean territories the social infrastructure had been completed to a high standard and much of the basic economic infrastructure had also been put in, but would need to be expanded to support fresh external investment. There is an urgent need for management expertise and trained aid administrators."
