1. I attach the following papers for Mr Ridley's use in con-

nection with next week's seminar at the Institute of Development Studies, University of Sussex:

a copy of the background paper (which includes the outline programme)

some brief notes on the non-official participants

a draft of a short speech which Mr Ridley may wish to use at the opening session, after dinner on Monday evening.

At Mr Temple's suggestion I also attach a copy of a paper given by Mr Ted Rowlands MP to the Commonwealth Section of the Royal Society of Arts on 14 December 1979.

3. I understand that the Minister of State will be staying until lunch-time on Tuesday. He may like to know that Tuesday morning will be devoted to a general discussion of the background paper, followed by a session on the role of aid, at which Sir Bruce Greatbatch (former Head of the Caribbean Development Division) has agreed to lead the discussions. In response to the Minister's previously expressed views on possible participants (Mr Temple's minute of 18 July), we issued invitations to a number of business- men with experience of the Caribbean, but unfortunately only Mr Peter Prowting (Chairman of Prowting Holdings Ltd) was able to accept. We have also included Mr K G Fry, of the ODA Finance Department, to filfill the role of "hatchet man".
