1. Academics: We now have eight definite acceptances (Dr Lyon has to go to Washington at this time and will not attend). In addition, Professor Read and Mr Newbury may come - they are both out of the country and we shall not know for sure until early September.
2. Officials: By reducing to a bare minimum, this list will comprise:
Mr Stratton
HKGD
WIAD (Mr Duff or Mr Dale)
Research Department
ODA (Mr Kirkness)
(Mr Kirkness as ODA Principal Finance Officer would fill Mr Ridley's slot for hatchet-man.)
3.
Others: We have already invited Mr Smith, Mr Wallace and Dr Grant. Other candidates for this list are:
Commonwealth Secretariat
Mr E Rowlands MP
Tory MP/Peer
1 or 2 Private Enterprisers (We are seeking suggestions
from West India Committee)
Mr D Williams CB CVO
Sir Bruce Greatbatch KCVO CMG MBE
(The last two are strongly recommended by Mr Duff for their
DT experience and will help to reinforce the "official" delegation.)
4. This gives us a maximum of 25 participants.
are attached to:
Mr Rowlands
Mr Kirkness
Commonwealth Secretariat
Mr Williams
Sir B Greatbatch
Draft invitations
Drafts will follow for the Tory and industrial representatives, when I have nominations.
5. In view of the increasing pressure to reduce public expendi- ture, it seems to me unnecessarily extravagant to extend this seminar over three days and I think we should seriously consider closing it with a round-up session after tea on the Tuesday evening: thus aiming to disperse around 7 pm.
This should cut at least 25% off our budget for the exercise.
