Thank you for your letter HKG 025/2 of 17th August, and for the enclosed draft revision of Section K6 of Estacode.

I suppose that it would be wrong to talk of an iron rice-bowl' in respect of the British Civil Service but it certainly appears that there is little sign of weakness in their gravy boat.
