OAGS' CONFERENCE JANUARY 1979: SUGGESTION TO ABOLISH COLONIAL REGULATIONS

1. Colonial Regulations appear to have outlived their usefulness and many of them have been superseded by Diplomatic Service Procedures, the General Orders or Financial Instructions of indivi- dual dependencies, Territorial Precedence lists or specific instruc- tions to OAG's by correspondence. Part 1, Public Officers, is applicable to permanent and pensionable officers selected by the Secretary of State for appointment and with the exception of Hong Kong is largely inapplicable. Permanent and Pensionable officers recruited from the United Kingdom have been replaced by contract officers or technical cooperation officers. Local officers are
covered by the General Orders in each territory.
2. By far the largest number of OAGs in dependencies are members of the Diplomatic Service and are more likely to turn to DSP for guidance than to the out-moded Colonial Regulations. There appears to be a case for re-examining Colonial Regulations:

a) To determine what sections can be omitted where there are adequate local regulations satisfactory to the Secretary of State: eg the disciplinary chapters of local General Orders or, in grant aided territories, Financial Instructions.
b) To determine what sections are in desuetude.
c) To determine what remaining sections could be included in a chapter of DS applicable to dependencies.
Amendments to Colonial Regulations are seldom undertaken and few amendments are of substance. Part 1 issued in 1971 was amended
An in 1977: Part II issued in 1951 was next amended in 1977. advantage of replacing Colonial Regulations by a much reduced chap- ter of DSP would be to bring procedures into the regular system of amendments which applies to DSP.
