468(1) By virtue of CR 42, an officer who is absent from Hong Kong without permission is liable to summary dismissal and the procedures for disciplinary action in

such cases are set out in Civil Service Branch circulars.

(2)(a) General permission is given to all officers to visit Macau but officers of head of department status should give prior notification in writing to the Chief Secretary of intended visits to Macau which involve an

overnight absence from Hong Kong.

(b) This general permission may be modified by departmental instructions designed to ensure that the whereabouts of certain classes of staff are known.

(3) Officers of head of department status must obtain the prior approval of the Chief Secretary for all other absences from Hong Kong.

(4) Officers other than those of head of department status must obtain the prior approval of their head of department for all absences from Hong Kong other than absences in Macau see (2) above. In considering applications, heads of departments should note that restrictions are from time to time imposed on visits to certain countries and on travel by ships and aircraft of some countries, whether these visits are made direct from Hong Kong or whilst on duty or leave outside the Colony. They are notified by Confidential Circular. Where applications have to be approved by the Security Branch, they must be forwarded at least three weeks before the proposed date of departure. Any officer proposing to visit a foreign country is advised to consult his Departmental Secretary about the applicability of these restrictions before making his plans.
