Thank you for your letter CP 33/2 of 23 February.

Your

Colonial Regulation 42 leaves you full discretion to decide the way and the circumstances in which officers are to be given permission to leave the territory, and there is no reason why you should not incorporate that permission in a standing authority for officers to leave Hong Kong under specified conditions. proposal to incorporate blanket authority for visits to Macau - and indeed to other neighbouring countries in CCR 468 seems sensible and I confirm that we have no objection. You might however think it prudent to specify a time limit, to avoid providing a loophole for genuine absconders.
