You sent me a copy of the draft constitutional despatch under compliments slip dated 12 February, and said that comments would be welcome.

My only remarks are that I should hope that the final two sentences of paragraph 4 would be omitted in the sanitised version as it might lead my - and perhaps other dependency politicians into a blind alley. The reference to 'association or integration with any other country' in paragraph 3 is perhaps a sufficient lead in for those dependencies where United Kingdom really sees this as an option.

I should prefer some caveat in paragraph 7(4), perhaps inserting the words 'in advanced constitutions' between the words 'excluding' and 'the power'.

It will be important in the sanitised version to include paragraph 10 to make it abundantly clear that it is a generic despatch applicable to dependencies across the board. Reference to Governors' contribution in paragraph 2 might also be omitted from the sanitised version.

I am glad to see the progress made on such a

sensitive issue.
