I agree that Sir P Ramsbotham's two points are perfectly acceptable. I also concede with some reluctance that the latest draft should be forwarded for telegraphic comments (this will keep them short!) to those Governors present at the Conference in Bridgetown last month. I really see no point in sending it, except in final form and for information, to the Governors of Hong Kong, Gibraltar and the Falkland Islands, who are confronted with a "diplomatic" rather than a colonial problem. I have an open mind about the Governor of St Helena.
