22. Western allies in the Middle East should be convinced that the West "will stand by them resolutely in adversity." We must "strengthen in every way possible our links" with them, and especially Saudi Arabia and Oman. We need "a completely new strategic appraisal", to be undertaken in concert with the EEC, NATO and the US.
