those countries where Parliamentary institutions have not been functioning, namely Bangladesh, Ghana, Nigeria, Swaziland, Seychelles and Uganda. It is hoped that applications for reactivation of membership will be considered at Wellington from all except Seychelles and Uganda.

Cyprus will be represented at this year's conference for the first time.

A large proportion of the delegations will be led by Ministers.
