recommending to the Secretary of State that we should in
future deal with these appointments through the normal
Diplomatic Service machinery. This does not of course mean
that all future Governors will be taken from the ranks of
the Diplomatic Service. As now, HMOCS candidates will be
considered on their merits.
In case you are unable to come to the meeting on 4 June,
I would like to take this opportunity to thank you for all
the help you have given us over dependent territories'
appointments during the past seven years. We have greatly
