DEPENDENT TERRITORIES SENIOR APPOINTMENTS BOARD DTSAB
1. With the PUS's agreement, the next meeting of the DTSAB has been arranged for 11.30 am on 4 June. To complete its normal composition we need to appoint a Minister to sit on the Board. I submit a draft minute which the PUS might send to whichever Minister he thinks would be most appropriate (I assume this will be Mr Ridley but have left the addressee blank).

The agenda and briefs for the Board will be circulated later. In the meantime, the PUS may wish to know that the Board will be
asked to recommend candidates for the following Governorships:
(i) Belize: Mr McEntee's term as Governor ends next month.
The Board will be asked to recommend that his term of
office should be extended until after the General Election
due to be held in Belize towards the end of this year. Mr McEntee, who is content with this arrangement, will then
retire from the Diplomatic Service. The Board will also be
asked to recommend a successor to Mr McEntee.
(ii) Falkland Islands: Mr Parker's term ends in December of
this year when he will be 60. The Board will be asked to
recommend a successor.
(iii)
Montserrat: Mr Wyn Jones (ex-HMOCS and now employed on contract terms) will complete his three years as Governor in January 1980. He is only 53 but has not been particularly
successful and has no wish to continue further in the public
service. The Board will be asked to recommend a successor.
The board will also be invited to recommend that the terms of
office of the Governors of the Cayman Islands and St Helena should
be extended.
4. On present plans, the only other Governorship which will need to be filled over the coming year, and by far the most important, is Hong Kong. A decision should be taken this autumn: Sir Murray MacLehose's successor will need several months to prepare himself.
