DEPENDENT TERRITORIES SENIOR APPOINTMENTS BOARD

1. You will be aware that a meeting of the Dependent

Territories Senior Appointments Board is planned for 4 June.

2.

I have been recently considering the future of this Board

and wondering whether it is still serving a useful purpose.

As you will probably know, it was set up in 1969 when there

were more Dependent Territories to be staffed than there are

today, and more HMOCS members to choose from to fill senior

vacancies in these territories. Nowadays, with the supply of

HMOCS officers drying up, it is becoming necessary to look

more and more towards the Diplomatic Service as a source of

potential candidates. A further point is that appointments to

the most senior posts, e.g. Governorships of Hong Kong,

Bermuda and Gibraltar, are now usually decided outside the

Board.

3. With these thoughts in mind, I have concluded that the

time has come to wind up the Board.

I would propose, however,

to go ahead with the meeting planned for 4 June and there-

after to deal with senior vacancies in Dependent Territories

through the normal Diplomatic Service machinery.

4. I hope you will agree with this decision. A regrettable

feature is that/the abolition of the Board we shall be

dispensing with the valuable advice which you have given us
