DEPENDENT TERRITORIES SENIOR APPOINTMENTS BOARD

1.

Appointments of Governors and certain other senior staff

in our remaining Dependent Territories are handled separately

from Diplomatic Service appointments. They are considered by

a special Board (the Dependent Territories Senior Appointments

under my Chairmanship Board) which meets from time to time/to make recommendations

to the Secretary of State. Apart from myself, the other

members of the Board include the Chief Clerk, the Head and

Deputy Head of Personnel Operations Department, and senior

officials concerned with Dependent Territories. A former

Governor (currently Sir David Trench who was Governor of Hong

Kong from 1964-71) and a representative of the Overseas

Development Administration are also members.

2. The Board was set up in 1969. Since then there has been a steady declined in the number of Dependent Territories and

we are now looking more towards the Diplomatic Service for

potential Governors than to Her Majesty's Overseas Civil

Service as hitherto. I therefore propose that the Board

should be wound up and that future vacancies should be dealt

with through the normal Diplomatic Service machinery. There

is, however, a meeting arranged for 4 June and I propose that

this should be the final meeting. The Board will be asked to

make recommendations to fill vacancies for Governorships in

Belize, the Falkland Islands and Montserrat. I suggest that

this final meeting should be without a Minister but that the
