DEPENDENT TERRITORIES SENIOR APPOINTMENTS BOARD (DTSAB)
1. After the last meeting of the DTSAB in November 1977, the
PUS had discussions with Mr Cortazzi over whether or not the
time had come to wind up the Board. The decision reached at
that time was that the Board should not be disbanded but that
the question of its future should be reviewed again after its
next meeting.
2. A meeting is now planned for 4 June but because of the
necessity of appointing a new Minister to sit on the Board (to
replace Mr Rowlands), the question of its future has come up
now rather than after its meeting. I understand that the Chief
Clerk has discussed the matter with the PUS who is now content
to see the Board abolished. He does however wish the meeting
for 4 June to go ahead as planned.
3. The DTSAB was set up in 1969 by exchange of correspondence
between Sir Denis Greenhill and Sir Geoffrey Wilson. This
being so, I consider that the correct way of proposing its
abolition would be for the PUS to write to Sir Peter Preston.
One of the current members of the Board is his Deputy
Secretary, Mr D Kirkness. The only other member of the Board
who is not in the Diplomatic Service is Sir David Trench who,
as an ex-member of HMOCS, has advised particularly on the
suitability of candidates from that Service. I recommend that
the PUS should write to him advising him of the intention to
wind up the Board.
