CARIBBEAN GOVERNORSHIPS AND SENIOR STAFF APRINTMENTS

1. You asked for my observations on Mr Posnett's minute of 29 January 1979 to Mr Forster.

Most of the information he imparts is already known to us. the following comments:-

a.

Mr McEntee

He is apparently to choose the most predictable of the three altern- atives put to him by Mr Forster for his retirement date. If he retires in December of this year he will need a short extension of his Governorship. As for the next Governor, we have already been in touch with POD who will be proposing a DS candidate - presumably with as senior Colonial Administrative experience as possible - as was the case with Mr McEntee. We will also try to think of suitable HMOCS candidate(s) to put to the DTSAB.

Mr Lloyd

Certainly

I have spoken to you of Mr Lloyd's interest in the Governorship of the Caymans which he discussed with Mr Sullivan of WIAD. he can be considered with others when it becomes vacant.

C. Mr Wallace

Mr Posnett has already raised doubts about Mr Wallace's possible unsuitability as Deputy Governor Bermuda because of his association with the predominantly white Government during his previous time there. The matter was well ventilated in the submission which went to the PUS and (I think) in his letter to Sir P Ramsbotham.

d. Mr Russell

Our present plans for Mr Russell are that his term in the Caymans should be extended until May 1980 when he will be 60. His present term runs until the end of this year and I do not see how this could be "adjusted" to allow him to take over from Mr Lloyd if he leaves Bermuda in April of this year. If he goes in April of next year I suppose Mr Russell could be considered with others for the Deputy Governorship of Bermuda or the Governorship of Belize. But I doubt whether, at practically 60, he would wish to continue in Government service.
