2. The present Governor has been in post since June 1976 and

Requirements of the Post
3. Belize has been ready for independence for 14 years. The
only factor which precludes this event is the dispute between
UK and Guatemala. The Belize Government has therefore been
allowed more freedom than is usual for a Dependent Territory.
Elections are to be held in Belize later this year Regard-
less of whichever party comes to power, the post of Governor
will require political experience and expertise. He ought
therefore to be a member of the Diplomatic Service. However
previous colonial experience would be a positive advantage as
would military experience, since there are UK Defence Forces
