Mr Wallace was born in 1923. He is married with two children.
He served in the Royal Marines from 1942-46, reaching the rank of acting temporary Captain. He was awarded the DSC for gallantry at Walcheren Island, November 1944. He joined the Colonial Service in 1948 and served in Sierra Leone until 1955. From 1955-57 he was seconded to the Colonial Office, returning to Sierra Leone until 1964, his final appointment being Development Secretary. From 1964-67 he was Establishment Secretary, Bahamas and from 1967-73 Secretary to the Executive Council, Bermuda. He has been Governor, British Virgin Islands, since July 1974.
