1. You told me that you would be discussing the future Governor- ship of Belize with Mr Stratton next Monday in the light of what he had learned from Mr McEntee during his Caribbean trip. You asked whether I would think about possible HMOCS candidates to consider for this vacancy, which we now understand will be coming up at the end of this year. I have discussed this with Mr Hall and we have come up with the following in order of availability but regardless of present or possible future commitments:-

Mr L M Davies

Mr T Russell

Mr RJ Wallace

Mr W W Wallace

2. If it is to be a DS candidate with extensive Dependent Territories experience, a very good officer to consider would be Mr JP I Hennessey who, unlike many of our DS men with an HMOCS background, rose to a very high position in the Colonial Service. He retired in 1968 as Permanent Secretary, Ministry of External Affairs in Swaziland. It may well be that POD already have him in mind as their candidate for this job.

3.

I attach CVs on all these officers. *

Mr. Davies to follow.

Mr Davies is really the only one on this list who could be considered a serious rival to N Hennessey (using that POD are indeed proposing to put him forward). As Walter Wallace seems virtually certain to go to Bermuda, and even

до if he does not, there must be some doubt whether he is of the right calibre. The other two will be approaching 60 by
