But I must confess to having doubts about the validity of the distinction: being a member of the DS does not give you a magic ability to handle political problems, anymore than being a lifelong member of Amocs makes you a good colonial administrator. Ass officer who was a good administrator would soon make up for his lack of colonial expirence; conversely, and mocsman with nous would be better able to deal with the complications of Falklands/Argentine / UK relations than an
unimaginative DS time-server. At the end of the day what we want is the best available man for the job, where we he comes from.
