Thank you for your minute of 19 March (not copied).
Mr Russell called on me yesterday and we had some talk about his future. He said that a general election was due to take place in November 1980 and a change of Governor in May next year would leave his successor very little time to get to grips with the job and the personalities before the election took place. From the point of view of public policy it would be more sensible for the change to take place either at the end of 1979 or at the end of 1980. Mr Russell confirmed that he would be prepared to continue after his 60th birthday if that was our wish. Indeed, it would suit him personally
to remain until - he has a son at Cornell University May 1981 if that were thought right on other grounds.

2. We must now decide what proposal to put to the DTSAB in May. There is a case for limiting the extension to six months now, on the understanding that a further extension might be considered later on. But if Mr Stratton and Mr Duff think it right to go for a year's extension after November 1979, I would certainly see no objection.
