14. In the meantime, the exercise of the Governor's dis- cretionary powers and his overall responsibility for the good government of the territory calls for qualities of exceptional tact, patience and persuasion. He has to rely on personality and experience rather than on constitutional powers to establish an effective working relationship with the Premier and the other members of the Cabinet. Even in matters con-

cerning external affairs and internal security, which are constitutionally within the Governor's discretion, there has been in recent years a degree of de facto delegation to Ministers and it is rare for the Governor to act without the consent of, or at least close consultation with, Ministers. The difficulties of the Governor's role would be greatly increased if the Opposition were to come to power as they have no experience of Government and little apparent under- standing of the Constitution.

15. The Governor's office is at present staffed by a Diplomatic Service officer Grade 5, who acts as secretary for External Affairs; a Diplomatic Service Personal Assistant and a Diplomatic Service Grade 10. There is also a Private Secretary on the Belize Government payroll.
