The post requires a practical administrator with diplomatic experience and political feel and the personality to impress a strong minded, stubbornly independent and conservative community which has close links with the United Kingdom and considerable influence in London and with individuals in politics.
11., The Governor's primary diplomatic task of gaining acceptance for HMG's policies requires much political skill, tact and patience: it constitutes an exceedingly difficult balancing act. While representing and furthering HMG's policies, the Governor must win the confidence of the Islanders, who are suspicious of change of any sort.

Isolation and dependence on Argentina for certain facilities and supplies both make it difficult to keep up morale. An ability by administrative foresight to maintain the effective daily functioning of the Islands is important.
13. To assist the Governor in his vital role of knowing Islanders and their views, he must be willing to spend a great deal of his time on tour.
