1. I spoke to Mr Duff to tell him of the meeting which has been arranged for 10 May to discuss possible candidates to be put before the forthcoming DTSAB. Mr Duff's chief interest in this lies in the Governorship of Montserrat. I told him that we

would like to put Mr Dale forward as our front runner for this vacancy. He asked whether it would be in order if he sounded him out on an informal basis to see whether or not he would be interested. Are you agreeable to this?

2. As you know, I am not at all happy about the idea of running Mr Dale as our only serious candidate for Montserrat.

We did, as you know, put him up for the Governorship of the Turks and Caicos last time round and he seemed a certainty. The Board however rejected him on the advice of Mr Rowlands and that view may still be in the minds of some members of the Board.

In my opinion therefore, we need a credible alternative candidate to put up with him. Mr W Wallace seems such a person and I feel that, if we do not put him up, the PUS (who is after all Chairman of the Board) will wish to know the reasons why. We will need to have some very sound arguments for this since everything on paper about him so far is favourable.
