5. As the Governor says in the review, 1978 was a year of marked progress and success in the economic field.
I would add that it was also a good year in the political field, because economic success reflects political maturity, albeit accompanied by some growing pains. It is encouraging to note the Government's determination to diversify the economy from its narrow offshore investment/tourism base. Of particular importance is the establishment of the oil terminal, which, if it gets over the initial setback caused by the Iranian crisis, will represent a resounding tour de force for the Government's bustling self- help; all in all a year of success reflecting great credit on the Governor, his Executive and Legislative Councils, the civil service and last but not least, the resourceful and hard-working populace.
