I am sorry we have taken so long in responding to your minute of 14 March but we have been giving this exercise rather more thought than usual. We are not just describing ordinary posts for which ordinary decent run-of-the- mill people can be found stocked on a shelf ready to be posted to fill them, but we are trying to identify horses for courses. We have therefore taken considerable trouble to set out for the benefit of the Board the three very different courses we are concerned with.
