BRIEF NO. 1

GOVERNOR: BELIZE

STAFF IN CONFIDENCE INDIV

:1

Pay and Allowances

1. The post equates to Diplomatic Service Grade 3.

Timing of the Appointment

2.

The present Governor has been in post since June 1976 and would normally have completed his term in June of this year, but

a short extension of 6 to 8 months to cover the forthcoming elections in the Territory is considered desirable. (See Brief No. 4.)

Requirements of the Post

3.

Belize would have been independent more than 10 years ago but for the dispute between Britain and Guatemala. The Belize Government has therefore been allowed more freedom than is usual for a Dependent Territory. Elections are to be held in Belize later this year (the date has not yet been settled). Regardless of which party comes to power, the Governor will require political and diplomatic experience. A member of the Diplomatic Service with an HMOCS background would meet the requirement best. Experience of working with the Services would be an advantage, since there are UK Defence Forces stationed in the Territory. The Governor and his wife will have to put up with living con- ditions which are hard and unattractive.
