ALL OFFICERS ADMINISTERING THE GOVERNMENT IN DEPENDENT

TERRITORIES

1. As you know, the body which is responsible for

advising the Secretary of State about appointments to

Governorships and certain other senior posts in dependent

territories is the Dependent Territories Senior Appointments

(DTSAB).

2. The Board was set up in 1969 soon after the merger of

the Foreign and Commonwealth Offices and it has since served

a very useful purpose. However, the situation has changed

considerably over the last ten years. There are now less

dependent territories and less HMOCS officers available

to appoint to senior posts in those that remain. I have

therefore reached the conclusion that the time has come to

wind up the DTSAB and the Secretary of State has now agreed

that its recent meeting should be the last.

3. We now propose to deal with Governorships and other previous DTSAB appointments by using the normal appointments

machinery that already exists within the Office. This does

not of course mean that candidates will in future be

selected solely from the Diplomatic Service. We will

continue, as hitherto, to seek the best man for the job
