SENIOR APPOINTMENTS IN THE DEPENDENT TERRITORIES..

1. Thank you for your minute of 11 October (copy attached). I entirely agree that close liaison between our two departments is essential. We will certainly give you the earliest possible warning of any Dependent Territories vacancies for which Diplomatic Service candidates might be considered.

There are two points of détail which need to be settled. The first is which appointments should be considered by which Diplomatic Service Boards. Appointments at Grade 3 level or above (currently the Governorships of Hong Kong, Bermuda, Gibraltar, Belize and the Falkland Islands) should clearly be considered by the No 1 Board. The remaining Governorships are at Grade 4 level and on that basis might properly be put to the No 2 Board. But appointments to them still need to be approved by the Secretary of State (and The Queen) so a case could be made for the No 1 Board. What do you think?
3. The second point concerns cases where HMOCS candidates, with whom Board members may not be personally acquainted, are under consideration. The briefs will provde the facts about their careers and an assessment of their merits, but it seems to me that the Board(s) might find it helpful to have someone present to question. If all appointments are to be considered by the No 1 Board there is little alternative to briefing the
