Since the merger of the Foreign and Commonwealth Offices
appointments of Governors and certain other senior officers
in Dependent Territories have been handled by a special board
known as the Dependent Territories Senior Appointments Board
(DTSAB). This board, which has brought together senior
officials concerned with the Dependent Territories under my
chairmanship, and has included a former Governor among its
members, has proved very useful over the years. But times
have changed. Leaving aside the territories without
resident Governors, there are now only 12 Dependent
Territories, and no more than 15 posts which come within
the board's terms of reference. So the DTSAB has seldom
had cause to meet in recent years, most appointments having
been dealt with satisfactorily out of committee. There is
a further important consideration: sadly but inevitably, the
pool of HMOCS officers is drying up, and we have having to
look more and more to the Diplomatic Service to fill senior
posts in our remaining dependencies.
2. For all these reasons, the Secretary of State has
agreed that the DTSAB should be wound up and that appointment.
to Governorships should in future be handled in the same way
as Diplomatic Service appointments.
