fr Lloyd is a very competent and experienced officer, absolutely loyal and very fair-minded, without personal prejudices. He is, however, an executive rather than an innovator and has a tendency to be prolix both in argument and on paper.

He finds it hard to delegate and his manner does not make for easy relationships with his staff. he gets on well with members of the public and of Government.
