In his letter of 17 March 1978, Robert Fellowes conveyed Her Majesty's approval of a third extension of Sir Murray MacLehose's appointment as Governor and Commander-in-Chief in Hong Kong until August 1979. Sir Murray was appointed on
19 November 1971, initially for five years; his appointment was subsequently extended for periods of one year in November 1976 and November 1977.
We are now at a particularly sensitive time in our new relationship with China. Hong Kong plays a key role in this and Dr Owen considers that Sir Murray's knowledge and experience, and the confidence which he commands in Hong Kong, will be very important assets over the next year. In these circumstances, he has concluded that it would be right for Sir Murray's tenure of office to be further extended until April 1980.
The Foreign and Commonwealth Secretary would be grateful to know whether this proposal meets with The Queen's approval.
