Thank you for letting me see a copy of your minute of 18 September to members of your overseas section setting out the principles on which you propose to deal with Governors emoluments in future.

2. Your proposal that Governors should receive frais in future seems a sensible one providing that the calculations take account of all items of expenditure incurred by a particular officer in carrying out his job properly. I am thinking parti- cularly of accommodation since this would presumably not normally be taken into account when assessing frais for an officer in a DS post. Mr McLaren brought out this point in his minute of 2 July to Mr Alexander (copied to Mr Hunter, but copy attached for ease of reference). Accommodation for Governors does not usually come anywhere near the standard enjoyed by officers in DS posts and it is essential therefore that if Governors have to spend money on their accommodation out of their own pockets to enable them to carry out their official duties, their frais should reflect this additional expenditure.
