You will recall that the CSD has agreed to our request to be allowed to pay 'topping-up of Governors' duty allowance in needy cases in the same way as we now pay it in addition to local salary. The only Governors currently concerned with the latter are those of Montserrat and St Helena, and unless circumstances alter we would expect only those two Governors to be involved in topping-up of duty allowance.

We have already written to Mr Jones in Montserrat (copy attached), but so far we have only told Mr Guy about the other change in terms of service (ie paid leave passages) as we wished to consider how precisely we should administer topping- up of duty allowance for St Helena, where it appears that Mr Guy does not face the difficulties incurred by Mr Jones in persuading his local government to increase his emoluments (probably because he does not have a ministerial form of government to contend with).

I attach a draft letter setting out a method whereby we might deal with the topping up of Mr Guy's duty allowance in a similar manner to the way we top up his salary. This has worked well in the past and there have been no complaints either from the Governor or from St Helenians. It does however rely on the Governor being willing to ask for such an increase. Mr Guy has had no qualms about this but his predecessor apparently never made such a request. Given that while we have authority to top-up duty allowance we do not wish to do so unless strictly necessary, I think that the suggested method is the right one - it could always be changed if it proves impractical. Do you agree?
