3. In the meantime, we hive Jeen looking separately into the question of household star which you raised in your paragraphs 3 and 4. The passage you quote from the "otes on Procedure etc for Governors General and Governors of Tepencant Territories" is retained in the latest version of the notes (of which I enclose a copy for your reference). However, I have not seen able to find any basis, in Colonial Regulations or elsewhere, for the guidance that is given there about servants. It seems to us that it is reasonable to expect the local government to pay the costs of all staff that are necessary to enable the Governor to carry out his duties in the proper manner. The distinction drawn in the notes between staff to look after government property and staff to dance attendance on the Governor personally does not mean much nowadays (it presumably dates back to an earlier, more pampered age when Governors did not even expect to tie their own bootlaces).
4. We have discussed with the administration here whether Governors' domestic staff might be paid direct from UK public funds, but, as I expected (and as I am sure is right) there can be no question of this.
5. I hope therefore that you can let matters stay as they are for the time being. Should the Falkland Islands government ever make difficulties about paying for all the staff you believe to be necessary, perhaps we could have another look at the problem: if you do end up having to pay for essential staff out of your own pocket, this is clearly something that will have to be taken into account in determining the level of your allowances. But I must stress that it is our view that if the staff are essential then it is entirely appropriate for the local government to pay their salaries.
