GOVERNORS' TERMS OF SERVICE: MR J C STRONG, TURKS & CAICOS

1. Mr Strong wrote to Mr Quantrill on 29 November about his terms of service, specifically complaining about the

level of his DS allowances. I asked Mr Potter at the end

of December if it would be possible to inspect Grand Turk

and if so when, but understand that it could not be until

some time in 1980 if then.

2. Since then the papers (HKPF/STRONG JC) have got tied into an exercise which is going on in PSD into the way they deal with the emoluments of DS officers seconded to DTs.

Since this is likely to take some time to be concluded and since it is more than two months since Mr Strong wrote, I think we should now send some sort of reply, even if it

does not cover all his points. I therefore attach a draft. 3. You will see that I have suggested that Mr Strong gives

us whatever details he has of his entertainment commitments.

This will perhaps be sufficient for PSD to arrive at a new rate (a similar exercise was done for Mr Palmer, DS7E in

Vila, at the end of 1978, which resulted in his being awarded an EA where he previously had none).
