1. I am sorry not to have replied before now to your letter of 29 November about your terms of service. We passed a copy to the Administration here who are now in the process of reviewing the way they deal with the emoluments of DS officers seconded to Dependent Territories. I suggest that if you find your allowances do not match the cost of living in the Turks and Caicos, you should write to PSD, with as many hard facts as you can muster. Alternat= ively if you would prefer to write to us, we shall be happy to take the subject up with PSD on your behalf.

2. As regards your entertainment allowance, I suggest that you send us full details of your expenditure on entertainment to date on the attached form. This is completed annually by the non-DS Governors and sent to this office to enable us to keep a check on their locally-paid duty allowance. This should provide a reasonably accurate idea of your commitments. If, as seems likely, these turn out to be substantially in excess of what can be paid for out of your present entertainment allowance, I am reasonably confident that we shall be able to get you a suitable increase.

You may also wish to consider whether the Chief Secretary should be given an entertainment allowance from local funds to enable him to undertake a certain amount of official entertaining. Or would such a proposal provoke difficulties with local opinion?
4. We are sorry to hear that you feel that you have been finan- cially demoted'. We are trying hard to ensure that all governors receive the full emoluments necessary to enable them to do their
job properly, though it is not always easy to decide what is necessary (this is one reason why we have recently obtained the Chief Inspector's agreement to all Dependent Territories being included in the regular 3 year cycle of inspections - though I am afraid there is no immediate prospect of an inspection of Turks and Caicos). It is perhaps a pity that Arthur Watson did not mention this financial problems to us before he left, as we might then have been able to do something about them sooner.
