2. My point is really that if I, in common with most people in West Africa, could have annual leave in Kinshasa where, apart from evacuation planning for the local British community, I had no administrative responsibilities, how much more in a fairly similar climate should Mr Strong, who is actually responsible for governing something, very often with the obstruction rather than the help of local Ministers. Experience has shown that 12 months of these isolated and desperate islands is more than enough if bad decisions are not to be reached because of impaired judgement.
